Feds setting the bar? Get real! (WI: Nov. 12, 2002)

In at least one state the "bar" was set long before ESEA 2001! In mathematics in Wiscsonsin the bar was set artificially high as something to strive for but obviously unobtainable. Putting the bar at a reasonable level doesn't mean we are trying to escape the intent of the law. More indept investigation would make it harder to criticize! After all, Wisconsin has the highest test scores in the country in almost every category of testing. Get real!
